What is the  All Indonesia Arrival Card?

Indonesia’s single arrival declaration: one form covering immigration, customs, health, and quarantine, on the Directorate General of Immigration’s own portal.

• Passport, trip, and stay details, plus the health, quarantine, and customs questions — one submission, and a QR code to show on arrival
• It absorbed the separate customs form: where All Indonesia applies, the customs authority says arriving travelers no longer fill in the electronic customs declaration (e-CD)

Both lists come from the Directorate General of Immigration’s own announcements: the one dated 1 October 2025 covers every passenger arriving from abroad at every airport and seaport, while the customs side adds land borders that have rolled All Indonesia out — read that last one as “where it applies”. We found nothing official excusing transit passengers, crew, or children. The form does list 1-Day Transit among its purposes of travel, which tells you what the form expects, not what the rules say.

3 days

The Directorate General of Immigration says the form can be filled in from three days before you arrive — from your country of departure, and also once you have landed. On the form the arrival date is picked, not typed: it offers four dates, yesterday through the day after tomorrow.

Those four dates are generated from the clock on your own device, not from Indonesian time, so a traveler still abroad and one who has already landed do not see the same four. What Indonesia states about filing early is the benefit — one declaration instead of several, and a shorter check on arrival; we found no published penalty for leaving it late.

1. Open allindonesia.imigrasi.go.id, switch the language to English, and choose Foreign Visitor or Indonesian Citizen
2. Personal Information: passport, name, date and place of birth, gender, passport expiry, and your contact details
3. Travel Details: your arrival and departure dates, and whether you already hold a visa or stay permit
4. Mode of Transportation & Address: how you arrive, your port of entry, and where you are staying
5. Declaration: the health, quarantine, and customs BC 2.2 questions, then the statement you tick to agree
6. Submit, type the image captcha the site shows you, and save the Arrival QR Code

Three things on this portal stay with you however you get there: ticking the declaration statement made in your name, pressing Submit, and typing the image captcha that appears after that.

Rather not type it all into the portal? You answer every question in visayes — the Declaration ones included — and it fills in the official form under your supervision. You review it, submit it yourself, and pay only after the official government site confirms it has your submission.

If the address bar does not say allindonesia.imigrasi.go.id, you are not on the Directorate General of Immigration’s arrival card site. When it announced the rollout, the Directorate General of Immigration said filling in the arrival declaration through All Indonesia is free of charge — so anyone charging you for the card itself is not the government.

Unlike some countries’ arrival forms, this one has an official app: the Directorate General of Immigration’s own announcement points to All Indonesia on Google Play and the App Store alongside the website. That is the only app any official instruction we found names.

Is there a fee?

When it announced the rollout, the Directorate General of Immigration said filling in the arrival declaration through All Indonesia is free of charge, and the form itself has no payment step. Read the rest of the portal carefully, though: after you submit, the same site offers a Visa on Arrival and a visa exemption, and those are paid applications.

Is it a visa?

No — the portal prints “Arrival Card is not a visa” next to the QR code it gives you. If you are eligible for a Visa on Arrival, it tells you to apply for that after the arrival card is submitted, not instead of it.

Does it replace the customs form?

Where All Indonesia applies, yes: the customs authority says arriving travelers no longer fill in the separate electronic customs declaration, because the BC 2.2 baggage declaration is now one section of this form.

Family trip?

One submission can carry up to 10 travelers, and the portal’s own help page says each person’s details are filled in individually. Indonesian and foreign passport holders cannot be combined in one group — the same page says those go in separately.
