How to fill in the All Indonesia Arrival Card
Filing Indonesia’s arrival card is free. On allindonesia.imigrasi.go.id you switch to English, choose Foreign Visitor, and go through four steps for up to 10 travelers at once: Personal Information, Travel Details, Mode of Transportation & Address, and Declaration. You check the declaration box, click Submit, and type the captcha yourself. Below is every box, in order.

What do you need before you start?
- Each traveler’s passport
- Your visa or stay permit number, if you already hold one
- The country and number of any passport from another nationality you have entered Indonesia on
- How you arrive: your airline and flight number, your ship’s name, or your vehicle’s registration number
- Where you’ll stay, and for a hotel its name and city
- An email address and a mobile number
- A list of any goods you need to declare to customs, with their value

Pick one of four dates: yesterday, today, tomorrow, or the day after. You can’t type a date. The dates follow your device’s clock, not Indonesian time. The Directorate General of Immigration’s announcements say the form can be filled in from three days before you arrive, and also once you have landed, but the form itself offers arrival dates only up to the day after tomorrow, so in practice the form sets the limit. If you arrive later than that, it’s too early to file.

“Quarantine Rules and Information for Passengers”
Indonesia asks you to declare your luggage under its quarantine laws. Declare every item accurately and completely on this Quarantine Declaration and show it to the officers of the Indonesian Quarantine Authority (Badan Karantina Indonesia) when you arrive.
These animals, fish, plants, and the products made from them may come in as passenger luggage. Each one has a limit per passenger and a paper you carry with it.

The seven papers for an emotional support animal
- A health certificate or a sanitary certificate from the competent authority in the country you came from.
- An official certificate or document confirming the animal counts as a service animal, an assistance animal, or an emotional support animal, issued by a competent authority or a recognized organization in the country you came from.
- A record of the animal’s health that reaches back six (6) months or more from the day you leave.
- A rabies and distemper vaccination certificate or logbook.
- Identification by pet passport or microchip.
- A pet passport from the competent authority in the country you came from.
- Laboratory results declaring the animal clear of rabies or showing protective rabies antibody titers.
The form adds one note about these animals. An emotional support animal has to be kept on a leash at all times while it is in a public space in Indonesia.
Important Notices
- Anything above the limit per passenger is confiscated and destroyed by Indonesian quarantine officers.
- Anything on the list brought without its health certificate or phytosanitary certificate is confiscated and destroyed by Indonesian quarantine officers.
- Anything that is not in the table above cannot come in as passenger luggage, and it is confiscated and destroyed by Indonesian quarantine officers.
- Giving false information or failing to declare the items above breaks Article 86 of “Law No. 21 Year 2019 concerning Animal, Fish, and Plant Quarantine”.

“Customs Declaration (BC 2.2) - Passenger and Crew Baggage Declaration Form”
This is where you declare the goods you are carrying to the Customs Officer.
One (1) Customs Declaration document covers what your family members carry as well as your own things. The panel then lists ten points, A to J.
- Declare every good you are carrying accurately and completely here and submit it to the Customs Officers.
- Carrying narcotics, illegal drugs, terrorism-related items, money laundering instruments, or other prohibited goods is a violation and carries sanctions.
- You declare your money to the Customs Officers once it reaches IDR 100,000,000 (one hundred million rupiah), in rupiah or in a foreign currency. That covers cash and banknotes. It also covers payment instruments: promissory notes, certificates of deposit, checks, giro checks, and traveler’s checks. Foreign banknotes have a second threshold. Once they reach IDR 1,000,000,000 (one billion rupiah) they need permission from Bank Indonesia as well.

- If you carry more than one type of tobacco product, the excise goods exemption applies proportionally.
- Excise goods beyond the exemption limit are destroyed by Customs Officers, with or without the passenger or the crew member present.
- Goods imported for something other than personal use pay import duties and taxes, and the import restrictions have to be followed. That covers commercial quantities, trade items, and goods for a company, a store, an institution, or an industry.
- Re-imported goods and temporarily imported goods are exempted according to the regulations that apply.
- Tell the Customs Officer on arrival if you bought a mobile phone, a handheld computer, or a cellular tablet abroad and will use it on a national cellular network in Indonesia.
- If your baggage arrives separately or is delayed, report it to the Customs Officer.
- Any false declaration carries penalties under the laws and regulations that apply.

The panel behind that line lists seven kinds of goods, A to G.
- Weapons of every kind: firearms, air guns, sharp weapons, ammunition, and explosives. Anything in the drug and medicine family: narcotics, psychotropics, precursors, and medicines. Pornographic items and publications.
- Cash or payment instruments in rupiah or a foreign currency equivalent to IDR 100,000,000.00 or more.
- Excise goods. Tobacco is in that group, meaning cigarettes, cut tobacco, and other processed tobacco. E-cigarettes and alcoholic beverages are in it too.
- Personal items bought abroad above the exemption limit, which is in the customs information above.
- Goods bought abroad that are not for personal use, including trade goods.
- Goods from Indonesia that you are bringing back, which you reported to Customs when they were exported.
- Goods imported temporarily for use in Indonesia that will be exported again.

Filing for more than one traveler?
One submission can carry up to 10 travelers, and Indonesian and foreign passports go in separate submissions. On Personal Information, click Add Traveller for each extra person and fill in their card. On Travel Details, and again on Declaration, the site lists the group: click each person, answer their questions, and click Save. Next appears once everyone is done. The arrival and departure dates on the lead traveler’s page count for the whole group, Mode of Transportation & Address is filled in once, and so is the customs part: the official customs notes say you may declare your family members’ belongings on one Customs Declaration. The group is submitted once, with one captcha.
How do you submit it?
- At the end of Declaration, review every answer, check the declaration box, and click Submit.
- Type the characters from the image under “Enter the captcha shown below:” and click Verify.
- Save your Arrival QR Code. The page offers Download Arrival Card and Print. You show it on arrival.
- The same page may offer Apply for Visa On Arrival (VOA), a separate application with a fee of IDR 500,000, and Apply for Visa Exemption, which the Directorate General of Immigration lists at Rp0. Neither replaces the arrival card.
- Something to fix later? Change Data lets you update your submission before the trip, and Retrieve Arrival Card on the home page finds it again with your nationality, date of birth, passport number, and passport expiry.
What’s next?
Four steps and one submission for up to 10 travelers: pick your arrival date from the four the form offers, choose SEA and FERRY if you come by ferry, and answer the Declaration questions yourself. Then check the declaration box, click Submit, clear the captcha, and keep your Arrival QR Code.
