What is the All Indonesia Arrival Card?
An online arrival declaration Indonesia requires from every passenger arriving from abroad, filed on the government’s All Indonesia portal. One form carries the immigration, customs, health, and quarantine declarations. It is not a visa and not Bali’s tourist levy, and the Directorate General of Immigration says it can be filled in from three days before you arrive.

What does the All Indonesia Arrival Card cover?
Indonesia’s single arrival declaration: one form covering immigration, customs, health, and quarantine, on the Directorate General of Immigration’s own portal.

Who needs to fill in the All Indonesia Arrival Card?

The Required list comes from the Directorate General of Immigration’s announcements and, for families and groups, the portal’s own help page. Indonesia’s visa site puts it the same way: “All travellers are required to submit an arrival card”. The announcement dated 1 October 2025 covers every airport and seaport; crossings over land are covered below. We found nothing official excusing transit passengers, crew, or children. The form does list 1-Day Transit among its purposes of travel, which tells you what the form expects, not what the rules say.
When can I fill in the arrival card?
3 days
The Directorate General of Immigration says the form can be filled in from three days before you arrive. You can file it from your country of departure or once you have landed. On the form the arrival date is picked, not typed: it offers four dates, yesterday through the day after tomorrow.
Those four dates are generated from the clock on your own device, not from Indonesian time, so a traveler still abroad and one who has already landed do not see the same four. We found no published penalty for leaving it late.
What is the official All Indonesia website?
If the address bar does not say allindonesia.imigrasi.go.id, you are not on the Directorate General of Immigration’s arrival card site. Indonesian government sites usually end in .go.id. Anyone charging you for the card itself is not the government.
Unlike some countries’ arrival forms, this one has an official app: the Directorate General of Immigration’s own announcement points to All Indonesia on Google Play and the App Store alongside the website, and both stores list the Directorate General of Immigration as its publisher. That is the only app any official instruction we found names.
Why does Indonesia ask for it?
What Indonesia states is the benefit: one declaration instead of several, and a shorter check on arrival.
How do I fill in the All Indonesia Arrival Card?
Is the All Indonesia Arrival Card free?
Yes. The arrival card is free: the Directorate General of Immigration’s office in Batam wrote, “Filling out the arrival declaration via All Indonesia is free of charge.” The form has no payment step. What costs money is separate: a Visa on Arrival is IDR 500,000 for passports that need one, and Bali charges foreign tourists a levy of IDR 150,000 per person. Visa-free entry itself costs nothing. The Directorate General of Immigration lists it at Rp0.
What changes if I arrive in Indonesia by ferry or over land?
Ferry passengers file the arrival card too. Batam’s international ports were in the first group, from 1 September 2025, and the announcement dated 1 October 2025 covers every seaport in Indonesia.
- Arriving by ferry, such as Singapore to Batam or Bintan, choose SEA under Mode of Transport, FERRY under Type of Vessel, and type the ship’s name under Vessel Name. Terminals go by the port’s own name: Harbour Bay in Batam is CTT - CITRA TRITUNAS PORT (HARBOUR BAY), and the resort terminal at Lagoi on Bintan is LAI - BANDAR BENTAN TELANI LAGOI PORT.
- Over land, the form lists five cross-border posts: Entikong and Nanga Badau on the border with Sarawak, Malaysia; Motaain and Motamasin on the border with Timor-Leste; and Skouw on the border with Papua New Guinea.
- The sources we found word the land side differently. The national announcement of 1 October 2025 names airports and seaports; the 31 August 2025 announcement says travelers arriving at land borders where All Indonesia has been implemented no longer need the separate customs declaration; and Indonesia’s immigration office in Putussibau says it applies at land border posts too, the Badau post included.

Can I change my arrival card after submitting it?
- Something you filed is wrong
- “Change Data” on the portal. It says you can update a submission before the trip
- Lost the QR code
- “Retrieve Arrival Card” asks for nationality, date of birth, passport number, and passport expiry
- Not sure it is still good
- A submission shows as Submitted, Used, or Expired; the portal does not say how long that takes
