Do Brunei passport holders need a visa for Malaysia?

No visa to apply for. Brunei passport holders enter Malaysia without one. On an ordinary Brunei passport you submit the MDAC before each entry, by road into Sarawak or by ferry to Labuan included. Malaysia’s exemption list covers Brunei GCI holders and Brunei–Malaysia Frequent Traveller Facility holders.

Crossing from Brunei by road or ferry?

On the official form, choose LAND as the Mode of Travel for a road crossing, or SEA for the ferry to Labuan, and BRN - BRUNEI DARUSSALAM as the Last Port of Embarkation before Malaysia.

Do I need a visa to stay longer than a month?

Malaysia’s Immigration Department says no for Brunei nationals: “Visas required for duration of stay exceeds (1) month except for Brunei and Singapore nationals.”

I live in Brunei but I’m not a Brunei citizen. Do I need the MDAC?
Yes, unless another entry on Malaysia’s exemption list covers you. The list starts from “All foreign citizens travelling to Malaysia must complete” the MDAC, and its two Brunei entries are for GCI holders and Brunei–Malaysia Frequent Traveller Facility holders.
Why does Malaysia’s High Commission in Brunei list different exemptions?
Two official Malaysian sources differ. The Immigration Department’s list, in force since 1 January 2024, exempts Brunei GCI holders and Brunei–Malaysia Frequent Traveller Facility holders. The High Commission in Bandar Seri Begawan’s MDAC announcement of December 2023, still online, names three exemptions: “Those transiting/transferring through Singapore without seeking immigration clearance”, “Malaysia Permanent Resident”, and “Malaysia Automated Clearance System (MACS) Holder”.
